ENGINEERING SERVICES PROJECT DESCRIPTION
The Royal Broadgreen Hospital in Liverpool is a Pilot Project for Procure 21 and is
currently in progress as one of the Frameworks flagship projects worth around £20million
in services. EMCOR are responsible for the design and installation of all of the
Mechanical, Electrical and Public Health Engineering services required by this modern acute care
hospital facility.
The project is a joint development between the Royal Liverpool and Broadgreen
University Hospital Trust and the Cardiothoracic Centre – Liverpool NHS Trust.
Currently the whole scheme is approximately 29,500 square metres and the new
accommodation is all new build with the exception of areas of refurbishment to provide
additional Adult Acute Wards.
The construction development consists of a new Diagnostic and Treatment Centre incorporating
departments of Urology, General Surgery, Orthopaedics, Day Wards, Pre Op
Assessments, Therapies, 8 Operating Theatre Suites – 5 being Ultra Clean Theatres
catered for using a barn style solution.
The Cardiothoracic Centre consists of an Adult Acute Ward, Surgical Intensive Care
Unit/High Dependancy Unit, Coronary Care, Outpatients dept, NR Angina Service,
Administration, Research and Catheter Laboratories, Consultants offices, Health Records
& Patient Services and Medical Engineering Department. Other shared departments are
Imaging, Pathology and Pharmacy.
EMCOR ENGINEERING SERVICES SCOPE OF WORK
EMCOR's scope of construction services within these areas for the design and installation of
Mechanical, Electrical and Public Health Engineering Services includes, Medical Gases, Pneumatic Air
Tube, Heating and Ventilation, Comfort Cooling and Air Conditioning, Power System,
Lighting, Fire Detection, Bedhead Services and Security/CCTV.
HEALTHCARE FACILITY BACKGROUND
Broadgreen Hospital was originally constructed in 1910 with a small two storey office and
residential accommodation and single storey pavilion wards. Over the years the hospital
facility has developed to become a General Hospital and Cardiothoraric Centre serving the
Eastern area of Liverpool.
EMCOR’S CONSTRUCTION DEVELOPMENT OBJECTIVES
EMCOR’s objectives for the Liverpool healthcare facility development are to assist the Client in meeting the strategic
aims of the Cardiothoraric Centre of implementing the recommendations of the Regional
Review, expanding to meet the National Service Framework demands, meeting the Patient
Charter targets on waiting times and facilitating the implementation of the strategy for
lung cancer services.
EMCOR’s further objectives for this construction project are to assist the Client in meeting the
strategic aims of the Royal Liverpool & Broadgreen University Hospitals of increasing
capacity, consolidating the patients from both sites in new larger healthcare facilities, bringing assets
up to standard, bringing utilisation of assets into a better balance and provide purpose built
new accommodation designed for new models of service which will better meet patients
needs.
EMCOR UK SERVICES VALUE DELIVERED
EMCOR Engineering Services were awarded the Royal Broadgreen Hospital along with a
number of schemes throughout the UK worth in excess of £28 million via the NHS
Procure 21, Pilot Region and National Framework Initiative. With EMCOR’s extensive
mechanical, electrical, and public health engineering experience within the healthcare sector over a prolonged period of time it proved to be
critical in securing this place on the Framework.
EMCOR were able to meet the fundamental requirements for Procure 21 including; a clear
understanding of the partnering ethos and the ability to work in a collaborative manner
based upon the Egan Report and Principles.
EMCOR was able to demonstrate its full commitment to these principles through its
involvement in projects undertaken for Defence Estates in East Anglia and Wiltshire under
Prime Contracting, which was a forerunner to Procure 21. This experience was exactly in
line with the NHS pre-requisites to qualify as a PSCM and EMCOR were first on many
Principle Supply Chain Partner’s calling cards when bidding to secure a place on the
Framework.

Such proposals by EMCOR’s construction services have included alternative solutions to the barn theatres
providing more space and saving money and developing innovative solutions to replace
the outdated Integrated Plumbing Solution with tried and tested technology. EMCOR is
also adopting the latest techniques to reduce waste, reduce site labour, increase health and
safety and reduce defects. EMCOR are actively involved in the process with not only
Norwest Holst, but also the NHS.
