ROCHESTER PRISON FACILITIES BACKGROUND

Rochester was originally built as a prison in 1874 on a former military site above the Medway River. It was extensively rebuilt at the beginning of the 20th century as the Borstal Institution taking its title from an adjacent village. Its pioneering methods in dealing with young men and boys were used as a model for the creation of other “Borstal Institutions” which were given statutory authority in 1908 and lasted until their abolition in 1983, when Rochester converted to a youth custody centre.

The works at Rochester Prison have provided an additional temporary custodial facility for 300 inmates comprising of four house blocks, and education building, visitors centre, administration building, healthcare and reception, entry building, sports hall/changing, visitors reception and staff facilities in addition to the prisons current capacity.

The focus of this construction engineering project was to increase the available places within the prison facility system. A prefabricated modular route was taken in order to deliver the project on the 30 week timescale. The building development is on a green field site adjacent to the existing prison. The whole development uses modular pre-fabrication buildings which involved mechanical & electrical (M&E) installation works being undertaken at modular factories prior to delivery. Once the buildings were assembled on site, EMCOR Engineering Services UK were then able to complete the predominantly prefabricated full mechanical, electrical, and public health engineering services. EMCOR UK coordinated the final build layout off site, within the prefabricated modular buildings.

EMCOR ENGINEERING SERVICES VALUE DELIVERED

EMCOR UK has successfully worked with Wates Construction on a number of construction projects under the HMP Framework. Due to the success of previous projects and the relationships held, EMCOR UK were awarded the commercial mechanical, electrical, and public health engineering services installation works at HMP Rochester Prison with additional works for the Cell Reclaim at Rochester Prison. This involved converting a number of areas into new cells within existing buildings whilst fully maintaining operating and facility management systems for staff and inmates throughout the prison.

The specific challenges for EMCOR UK included retaining and enhancing our reputation gained from the works completed at HMP Chelmsford, and ensuring the programme delivery, and pre fabricated works at the factory were integrated and delivered as per the programme.
